Ukraine plans major reform of Territorial Recruitment Centres

The Ukrainian Ministry of Defence is preparing a reform of the Territorial Centre of Recruitment and Social Support (TCR), transforming it into Reserve Offices+.

The ministry is proposing to divide the new structure into two main components: recruitment offices and support offices, Caliber.Az reports, citing Ukrainian media.

Recruitment offices would handle the registration of conscripts, mobilisation planning, recruitment, and enlistment procedures.

The plan also includes creating recruitment points in public spaces.

A separate element would be mobilisation hubs, intended as facilities to accommodate volunteers and individuals brought in by police during conscription-related procedures.

These centres would handle document checks, medical examinations by military medical commissions, as well as psychological and professional assessments.

The second component of the reform — support offices — would be responsible for social assistance to service members and their families, including compensation for the wounded, payments to families of the deceased, and funeral arrangements. Some administrative services, such as certificates and payments, are expected to be digitised.

At the same time, sources cited by the publication say a key unresolved issue is who will be responsible for delivering conscripts to such centres.

The possibility of assigning this role to the police was discussed, but Ukraine’s National Police reportedly did not support the idea.

According to sources, the project has not yet been formalised into draft legislation or government decisions.

It remains under development within the Defence Ministry, General Staff, and the Presidential Office.

No timeline for implementation has been set, and the proposal may still undergo significant changes before final approval.
