Ukraine risks €3.7 billion EU aid tranche over import tax law

Ukraine risks losing a €3.7 billion tranche of European Union macro-financial assistance if it fails to adopt legislation introducing a tax on low-value imported packages, a European Commission spokesperson said.

European Commission spokesperson Balázs Ujvári said the legislation is one of 12 conditions Ukraine must fulfil to receive the second tranche, which is expected to be disbursed in early autumn, Caliber.Az reports via Ukrainian media

Under the EU’s 2026 macro-financial assistance programme, Ukraine is set to receive €8.35 billion in total. The EU has already provided €3.2 billion under the programme.

Ujvári stressed that adopting the tax legislation is necessary to generate additional revenues for Ukraine’s state budget as Kyiv continues to face significant financial needs.

The proposed measure targets low-value imported parcels, with the additional revenue expected to strengthen the Ukrainian budget and support the country’s financial stability.
