Ukrainian MP says he narrowly avoided forced mobilisation incident in Dnipro

28 February 2026 11:35

Roman Kaptelov, a member of the Servant of the People party, said he nearly became a victim of what he described as forced mobilisation practices, often referred to as “busification,” in the city of Dnipro.

A lawmaker wrote on Telegram that the incident occurred on one of the central streets, where a minibus suddenly stopped, and several men wearing balaclavas exited the vehicle. Kapteov said in a video posted on TikTok that when he demanded they call the police, one of the individuals identified himself as a law enforcement officer, while the others refused to present any identification documents.

“One of them kept his hand behind his back on the handle of a gun and threatened to use it, as well as physical violence,” the deputy said.

Following the incident, Kapteov publicly appealed to the relevant authorities to conduct an investigation into the situation.

“I can't take it anymore, every day the same thing happens: people in balaclavas, without documents and without identification, with weapons, intimidate and humiliate citizens,” he stated.
