Ukrainian MP: Zelenskyy plans reshuffles in key structures

Ukrainian President Volodymyr Zelenskyy plans to relieve Rustem Umerov of his post as Secretary of the National Security and Defense Council (NSDC), MP Oleksiy Honcharenko said.

Honcharenko noted on Telegram that Umerov is being offered a new role as a presidential adviser or assistant on national security matters, effectively mirroring the American model of governance, Caliber.Az reports.

The NSDC secretary position remains vacant.

Previously, Alexander Malyuk was offered the NSDC leadership but initially declined. Details on new candidates and the final decision on the vacant post are expected soon.

At the same time, changes are affecting Kyrylo Budanov. Formally closer to the president, Budanov’s move is not a promotion. Previously heading the Main Intelligence Directorate (GUR), one of Ukraine’s most influential military structures with its own command chain and significant resources, he is now being transferred directly to the Presidential Office (PO). In the PO, influence depends on proximity to the president, and actual power is largely limited to administrative functions. Budanov is effectively moving from a position of real authority to one where his capabilities depend entirely on Zelenskyy’s willingness to listen.

Competition with the president also shapes his position. Zelenskyy is known for keeping popular figures at a distance, and while Budanov is formally closer to the PO, his influence is constrained. “Zelenskyy sees Budanov as a competitor. Competitors are kept close but at arm’s length,” Honcharenko notes.

The president’s decisions are also influenced by Andriy Yermak, who, according to Honcharenko, maintains his sway over Zelenskyy through personal interactions. “They resumed communication. Yermak travels to Koncha-Zaspa for personal matters. That’s why he still holds influence,” the MP said.
