UN updates terror sanctions list with changes to four entries

The United Nations has updated its sanctions list targeting ISIS (Da’esh) and Al-Qaeda, with changes made to four entries.

According to the UN Security Council, the sanctions list currently contains 252 individuals and 89 entities. The latest version was updated on August 14, 2026, superseding all previous versions.

Under Security Council Resolution 2734 (2024), individuals, groups, undertakings, and entities designated on the ISIL (Da’esh) and Al-Qaeda Sanctions List are subject to targeted measures, including an asset freeze, travel ban, and arms embargo.

The list’s current name dates back to December 17, 2015, when the Security Council adopted Resolution 2253 (2015). The list is available in PDF, XML, and HTML formats and is amended whenever the relevant UN Sanctions Committee makes a decision.

In accordance with Resolution 2610 (2021), the Committee also provides narrative summaries outlining the reasons for listing individuals, groups, undertakings, and entities.

The Committee works with INTERPOL to issue INTERPOL-United Nations Security Council Special Notices for those on the sanctions list. These notices are intended to facilitate information sharing and help UN member states implement the sanctions measures.

Member states may submit requests at any time to add individuals, groups, undertakings, or entities to the sanctions list. Before proposing a designation, states are encouraged, where possible, to consult the countries of residence or nationality of the individual or entity concerned to obtain additional information.

States are also advised to submit names once sufficient supporting evidence has been gathered to demonstrate that the relevant listing criteria have been met. When proposing the designation of a group, undertaking, or entity, states are encouraged, where appropriate, to simultaneously nominate individuals responsible for its decisions.
