US, EU, Ukrainian officials to gather in Geneva for talks on Trump's peace plan

A meeting has been hastily arranged in Geneva for November 23, where security advisers from the E3 — France, Britain, and Germany — are expected to meet with American, and Ukrainian officials to continue discussions on the recently unveiled US-backed peace plan.

Ukraine’s delegation is led by the head of President Zelenskyy’s office, Andriy Yermak, and includes senior security officials, according to reporting by The Guardian.

Both US Secretary of State Marco Rubio and US Special Envoy Steve Witkoff are expected to attend.

In a November 23 post on X before departing for Switzerland, Rubio stressed that the proposal was drafted by Washington. “It is offered as a strong framework for ongoing negotiations,” he wrote. “It is based on input from the Russian side. But it is also based on previous and ongoing input from Ukraine.”

Critics argue that the plan leans heavily toward the Kremlin’s long-standing demands and wartime narrative.

The proposal would affirm Ukraine’s sovereignty and offer security assurances against future attacks, but it also envisions Ukraine ceding territory and reducing the size of its military.

Kyiv has chosen its words carefully, with Zelenskyy stating he will “work calmly” with the US and Western partners to navigate what he described as “truly one of the most difficult moments in our history.”

Meanwhile, on November 21, Russian President Vladimir Putin gave a measured endorsement of the US proposal, saying it “could form the basis of a final peace settlement.”

Putin confirmed that Moscow had received a “modernized plan” that amounted to “a new version,” adding that “it too could be used as the basis of a final peace settlement.” However, he noted that “the US administration has still not managed to secure the agreement of the Ukrainian side. Ukraine is against it. Apparently, Ukraine and its European allies still harbour illusions and dream of inflicting a strategic defeat on Russia on the battlefield.”
