US Senate adopts bill to end government shutdown

A bill aimed at reopening the U.S. federal government, which is currently partially shut down, passed a procedural vote in the Senate on November 9, according to a live broadcast by C-SPAN.

The measure, previously approved by the House of Representatives, provides funding for the federal government through November 21. It received the support of 60 senators — the number required for further consideration — while 40 lawmakers voted against it.

Members of the ruling Republican Party and the opposition Democratic Party had earlier reached an agreement on steps to resume government funding. The bill that passed the procedural vote is expected to be revised and included in a larger package of legislation.

The package will provide funding for the federal government through January 30, 2026, as well as allocate funds for the entire 2026 fiscal year to the Department of Agriculture, the Department of Veterans Affairs, and U.S. military construction programs.

Agreements between Republicans and Democrats also include the reversal of certain administration decisions concerning the dismissal of federal employees and a vote by mid-December on measures related to health insurance.

The Senate is expected to hold a final vote on the legislative package, which will then go to the House of Representatives. If both chambers approve the documents, they will be sent to President Donald Trump for his signature. The White House has not yet indicated whether the president will sign the package. Earlier on Sunday, Trump expressed confidence that the U.S. is close to restoring full government operations.
