WP: Trump may provide Ukraine with Tomahawk missiles after peace deal

23 November 2025 13:49

The American plan for resolving the conflict between Russia and Ukraine entails the possibility of transferring Tomahawk missiles to Kyiv once the military hostilities come to an end to bolster postwar deterrence.

This detail was reported exclusively by The Washington Post, citing US officials close to the negotiation process.

According to the information gathered by the author, the US administration acknowledges that the security guarantees for Ukraine contained in the 28-point plan are “not strong enough yet,” which is why they allow for the possibility that US President Donald Trump might raise or remove a proposed limit on the size of the Ukrainian army of 600,000 personnel.

As for the Tomahawk missiles, the article reports that American officials are considering sending them to Kyiv as an alternative to deploying European troops on Ukrainian territory as a “deterrent force” after a ceasefire.

“Ukraine’s sovereignty can never be compromised. That would open the floodgates in Europe,” one key official told the publication. The same source also reiterated that the Trump administration remains "100% committed" to continue intelligence support to Ukraine.

The Washington Post notes that while the president's latest remarks on the deal have not been so reassuring, their sources offered these details seemingly in an effort to convince Americans, Ukraine, and European allies that Trump’s plan “is not as pro-Russian as it might appear.”

Washington's push for a peace deal in Ukraine will accelerate on November 23 as US envoys travel to Geneva to meet with the head of Zelenskyy’s office, Andriy Yermak, and other Ukrainian top security officials."
