Zelenskyy calls US-Ukraine peace talks in Miami "constructive"

Ukrainian President Volodymyr Zelenskyy has stated that the November 30 talks between the Ukrainian delegation and U.S. representatives in Miami concerning Trump’s peace plan were “constructive.”

In a post on his Telegram channel, Zelenskyy said: “It is important that the talks were constructive, and all issues were discussed openly with the goal of ensuring Ukraine’s sovereignty and national interests.”

After the teams finished their work in America, the head of the Ukrainian delegation, Rustem Umerov, reported on the main parameters of the dialogue, its focus, and some of the results, Zelesnkyy wrote.

He also expressed gratitude to U.S. President Donald Trump, his team, and the United States as a whole for their efforts toward ending the war.

“I am grateful to America, President Trump’s team, and the president personally for the time so intensively devoted to defining steps to end the war. We will continue to work. I expect a full report from our team at a personal meeting,” the president stated.

President Donald Trump's Ukraine peace plan, often referred to as the "28-Point Plan," emerged as a central element of his administration's foreign policy in the fall of 2025. It represents an ambitious attempt to resolve Russia's full-scale invasion—now in its fourth year—through a negotiated framework emphasising territorial freezes, neutrality guarantees, and economic incentives.

The draft proposed a ceasefire along September 2025 lines, Russian retention of annexed territories (Crimea, Donbas), Ukraine's permanent neutrality (non-NATO path), and military caps, with sanctions relief and a $50 billion reconstruction fund. 

However, the proposal drew sharp criticism for its perceived favouritism toward Moscow. 

Revisions during high-level talks in Geneva on November 23 and Abu Dhabi on November 25 narrowed the plan to 19 points, incorporating Ukrainian and European input to address red lines like sovereignty and security.

The Miami talks on November 30, 2025,  aimed to address lingering concerns over security guarantees and territorial issues ahead of US Special Envoy Steve Witkoff's planned Moscow visit on December 2. While no major breakthroughs were announced, the session built momentum for a potential Zelenskyy-Trump summit in early December, with both sides expressing optimism about "additional progress."
