Axios: US considers NATO-style security guarantees for Ukraine

The United States is exploring the possibility of providing Ukraine with security guarantees comparable to the provisions of Article 5 of the NATO Treaty, Axios reports, citing a U.S. official.

The proposed guarantees would be submitted to Congress for approval and would carry binding legal force.

According to the source, negotiations on security guarantees from the U.S. and European partners for Ukraine have made significant progress.

A Trump administration representative stated that the document will be “strong enough” and will not constitute a “blank check.” Three separate agreements are planned: on peace, security guarantees, and reconstruction.

The official noted that talks on a postwar economic and recovery package are proceeding successfully. "When people see what they are going to get and not only what they are going to give they are more willing to move forward," the U.S. official said.

"According to the current proposal, the war will end with Ukraine keeping the sovereignty over 80% of its territory, will get the biggest and strongest security guarantee it has ever got and will get a very significant prosperity package," the official added.

Article 5 of the North Atlantic Treaty establishes the principle of collective defence, obliging the U.S. and its allies to consider an armed attack on any member as an attack on the entire alliance.
