British publication praises digital transformation of Azerbaijan's social services

A British organization, Development Pathways, published an article highlighting Azerbaijan's achievements in digital transformation in the social sector in recent years. The article emphasizes the country's successful experience in digitizing social services, provides examples of digital services that could be useful for other nations, and highlights advancements in the country's e-governance approach, in particular by Azerbaijan's Ministry of Labor and Social Protection. 

The effectiveness of electronic technologies in labor, employment, and social protection is particularly noted, Caliber.Az reports, with a focus on their flexibility, accessibility, and transparency in delivering services to citizens.

The publication details the significance of the Centralized Electronic Information System (CEIS) and the process of internal and interdepartmental digital integration within the social sector, such as through the E-sosial portal. It is mentioned that this digital mechanism facilitates continuous data exchange with over 80 structures, ensuring the efficient and effective organization of social services.

"Azerbaijan’s integrated and digital information system exemplifies how innovative governance, strategic planning, and cutting-edge technology can revolutionise social protection. Its success underscores the transformative power of digitalisation, offering a replicable model for nations striving to modernise their social protection frameworks and deliver better outcomes for their citizens," the article states.

It also sheds light on the DOST Digital Innovations Center, which is central to Azerbaijan's social e-services management. Established to speed up the digital transformation of services provided by the Ministry of Labour and Social Protection of Population, the Center aims to improve existing electronic services and centrally manage all IT services.

At present, the Ministry offers a wide range of 160 services to citizens, businesses, and individuals. Of these, 91.5% have been digitized, enhancing convenience and efficiency for users. Additionally, 56 of these services are provided through a proactive service model, demonstrating an innovative and autonomous approach.

The Ministry’s services now reach over 90% of Azerbaijan’s population of more than 10 million, ensuring nearly equal access for both genders. The Ministry also registers all newborns, and its oldest beneficiary is a woman over 100 years old receiving an old-age pension.

Development Pathways is an organization focused on research and providing expert consultations in the fields of social protection, social development, and related areas. The organization aims to promote best practices to support socio-economic development on a global scale.
