Estonia tightens border rules for Russian diplomatic staff
The Estonian government has announced stricter border crossing procedures for Russian citizens working in diplomatic and consular institutions, citing compliance with the European Union's latest sanctions package.
The decision, approved at a Cabinet of Ministers meeting on January 22, introduces new requirements for Russian diplomats, consular staff, administrative and technical personnel at diplomatic missions, as well as their family members. Under the new rules, these individuals must now obtain prior authorisation before entering or transiting through Estonia, ERR reports.
Estonian Foreign Minister Margus Tsahkna emphasised that the measures are part of the EU’s 19th sanctions package, which targets Russian state actors amid ongoing geopolitical tensions.
In addition, Russians not accredited in EU countries must notify authorities of their intention to travel or transit through the EU at least 24 hours before crossing the border. Permit applications must be submitted through the Russian Embassy in Tallinn to the Estonian Ministry of Foreign Affairs at least five working days before travel. Authorities will issue a decision no later than one day before the planned border crossing.
The new restrictions are set to take effect on January 25, 2026.
