Kyrgyz government updates state secrets framework
The Cabinet of Ministers of Kyrgyzstan has enacted sweeping amendments to the regulatory frameworks governing the protection of state secrets, local media outlet 24.kg reported on Saturday, July 18.
The structural adjustments are designed to modernise existing national security legislation and enhance operational efficiency across state agencies.
Under the newly ratified government resolution, two key security institutions—the State Border Service and the State Protection Service under the President—have been formally integrated into the executive list of authorities designated to classify information. The measure grants both agencies the legal authority to classify specific categories of sensitive intelligence within their respective operational jurisdictions.
Furthermore, the statutory adjustments expand the mandates of the two security bodies regarding sensitive commercial transactions. The State Border Service and the State Protection Service are now legally authorised to participate in the organisation of state procurement processes for goods, works, and services directly tied to the preservation of national defence and state secrets.
The resolution has updated both the primary register of entities empowered to classify data and the official schedule of information deemed a state secret. The Cabinet of Ministers has instructed the leadership of both the State Border Service and the presidential security detail to immediately initiate the necessary institutional protocols to implement the decree.
