Lithuania says Ukraine must be included in any US–Russia peace talks on war

Lithuania’s Foreign Minister Kęstutis Budrys stated on November 20 that any negotiations aimed at ending the war in Ukraine must include Kyiv, responding to reports that the United States and Russia are preparing a new proposal to halt the conflict.

Speaking to reporters in Brussels, Budrys stressed that Ukraine’s direct participation in any talks is essential, Caliber.Az reports via LRT

“Ukrainians have to sit at the table [for negotiations], they have to agree to it. And I have not heard that they are included,” he said. “If there is something related to Europe, we are Europe, and we have to discuss what concerns our security.”

Budrys noted that he has not seen the draft plan being developed by Washington and Moscow and therefore could not comment on its specifics. 

“I haven’t seen the details, so I cannot comment on them,” he said.

According to US outlets, including Axios, the proposed plan includes recognition of Crimea and other territories seized by Russia, limiting Ukraine’s armed forces to 400,000 troops and removing its access to long-range weapons. Moscow has declined to comment, saying no progress has been made toward a peace agreement.

Budrys reiterated that Europe, including Lithuania, has already taken on significant responsibility in supporting Ukraine. 

“We have shown that we assume the burden,” he said. “If, at this stage, [the deal] is real, we will cooperate.”

He added that the very fact discussions are taking place signals continued US involvement. The minister also warned that any cease-fire or peace deal would not reduce the need for support to Kyiv. 

“Some misunderstand that once we achieve a cease-fire, support will decrease. No, it will increase. Lithuania has committed to supporting Ukraine for 10 years,” he said.
