Macron in Tokyo as Iran conflict dominates talks

Emmanuel Macron arrived in Tokyo on Tuesday, March 31, for a visit initially focused on strengthening cooperation in nuclear energy and space innovation, but now dominated by the escalating conflict in the Middle East.

According to Japanese media, he is set to hold talks on Wednesday, April 1, with Prime Minister Sanae Takaichi, where, according to the Elysée Palace, “the crisis in the Middle East will be at the heart of discussions.” The two leaders are expected to explore “how we can try to find common solutions.”

Japan’s vulnerability to the conflict is significant, as it relies on the Middle East for about 95 percent of its oil imports. The country has already drawn on strategic reserves to offset rising fuel costs. The situation has been exacerbated by Iran’s near-closure of the Strait of Hormuz, through which roughly one-fifth of global oil and gas supplies pass, following US and Israeli strikes on Iran that began on February 28.

Finance ministers from the Group of Seven, including France and Japan, said on Monday they were prepared to take “all necessary measures” to ensure energy market stability amid the economic fallout from the war.

Wednesday’s talks will mark Macron’s “first full-fledged meeting” with Takaichi, although the two previously met during the G20 summit in November. A Japanese foreign ministry official said expectations include “continued communication” aimed at the “calming down of the situation in Iran.”

Beyond the crisis, the leaders are also expected to address security cooperation, space partnerships, and plans to sign a roadmap for nuclear energy development in Japan.

Macron’s trip — his fourth visit to Japan — comes against the backdrop of rising tensions between Japan and China, following Takaichi’s remarks in November suggesting Tokyo could respond militarily to any Chinese move against Taiwan. Macron himself visited China in December.

During the visit, Macron and his wife, Brigitte Macron, are scheduled to attend a lunch hosted by Emperor Naruhito and Empress Masako on Thursday. However, forecasted rain may disrupt plans to view Japan’s cherry blossoms.

Macron will remain in Japan until April 2 before traveling to South Korea at the invitation of President Lee Jae Myung. According to Seoul, he will become the first European leader to conduct a state visit since the current administration took office.
