Pashinyan signals progress in Armenia–Azerbaijan border talks with fresh proposals
On April 16, 2025, Armenian Prime Minister Nikol Pashinyan announced that Yerevan has sent written proposals to Baku regarding the continuation of the border delimitation process between Armenia and Azerbaijan.
Pashinyan shared this information while speaking to reporters in the Armenian parliament, Caliber.Az reports, citing Armenian media.
“We have submitted written proposals to Azerbaijan concerning the logic and specific direction for continuing the process. We are now waiting for their response,” he stated.
Pashinyan explained that the proposals address both the overall approach to the delimitation and the specific segments where Armenia suggests resuming the work. Based on preliminary agreements, both countries intend to proceed with delimitation from north to south, starting at the tri-border point where Armenia, Azerbaijan, and Georgia meet, and moving toward the Iranian border. The Armenian side has indicated which section could serve as the starting point for the next phase.
The Prime Minister stressed that he does not view the process as being at a standstill and reaffirmed the government’s commitment to moving forward step by step.
Earlier, Deputy Prime Minister Mher Grigoryan noted that before the second phase of the delimitation begins, another meeting is planned between the Armenian and Azerbaijani intergovernmental commissions.
As a reminder, on January 16, 2025, during a prior meeting of the commissions led by Deputy Prime Ministers Mher Grigoryan and Shahin Mustafayev, the two sides agreed to launch comprehensive delimitation work starting from the northern segment of the border — specifically, from the junction of the Armenian, Azerbaijani, and Georgian borders — with further progress southward to the Armenian-Iranian frontier.
