Reuters: US president pursues Saudi nuclear deal, bypassing safeguards

US President Donald Trump has informed Congress of his intention to finalise a civil nuclear cooperation agreement with Saudi Arabia that would not include strict nonproliferation guarantees, according to a version of the document provided to Congress and seen by Reuters.

Arms control groups have raised concerns, urging restrictions such as bans on uranium enrichment and spent fuel reprocessing.

The agreement, known as a “123 Agreement,” provides US technology for developing Saudi Arabia’s civilian nuclear energy program. However, the draft allows the kingdom to potentially pursue uranium enrichment, which could be used to develop nuclear weapons.

Saudi Crown Prince Mohammed bin Salman previously warned that the kingdom might develop nuclear weapons if regional rival Iran acquires such capabilities.

Arms control organisations, including the Arms Control Association, expressed concern that the deal could set a precedent for spreading nuclear technologies to other countries. 

They emphasise the need to include the Additional Protocol, which would allow the International Atomic Energy Agency (IAEA) to conduct surprise inspections and monitor Saudi nuclear activities.

If Congress does not pass a resolution opposing the agreement within 90 days, it will take effect, granting Saudi Arabia access to civilian nuclear technologies.
