Spain honours UN Gaza rapporteur Albanese with civil distinction

The Prime Minister of Spain, Pedro Sánchez, has awarded the Order of Civil Merit to the United Nations Special Rapporteur on the Palestinian territories, Francesca Albanese.

According to a post on X by Sánchez, the ceremony took place in Madrid, where he praised Albanese’s work and described her as “the voice that has become the conscience of the world".

The Spanish Prime Minister’s office said the award was granted in recognition of Albanese’s efforts to document alleged violations of international law in the Gaza Strip.

The statement also emphasised that the Spanish government continues to support her work on the international stage.

Francesca Albanese has been a prominent international voice documenting the impact of the war in the Gaza Strip and assessing it through the framework of international humanitarian law.

In her reports to the UN Human Rights Council, she has described widespread destruction of civilian infrastructure, including housing, hospitals, schools and water systems, alongside large-scale displacement and severe restrictions on access to food, water and medical care.

She has argued that the cumulative effect of these conditions raises serious legal questions under the 1948 Genocide Convention, stating that there are “reasonable grounds” to believe genocidal acts may be occurring, based on patterns of killing, harm, and deprivation affecting the civilian population.

Albanese expanded on these arguments in her 2024 report, “Anatomy of a Genocide”, in which she analysed the situation in Gaza as a potential case of genocidal violence under international law. The report examined allegations of systematic targeting of civilians, including children, and the destruction of essential infrastructure required for survival, framing these developments as part of a broader pattern of imposed conditions that could meet the legal threshold for genocide.
