Spain prepares €615 million package to strengthen Ukraine’s defence

19 November 2025 10:28

Spain will deliver a new assistance package to Ukraine worth €615 million within a month, Spanish Prime Minister Pedro Sánchez announced.

Speaking at a joint press conference with President Volodymyr Zelenskyy, Sánchez said that the package will include €300 million for weapons under Spain’s €1 billion agreement, which the government is committed to providing to strengthen Ukraine’s material security, Caliber.Az reports via Ukrainian media.

"In addition to these 300 million euros, 100 million euros will go to NATO’s PURL program, which will be used to fund the urgent, accelerated procurement of defense systems needed by the Armed Forces of Ukraine," the PM noted.

He added that the remaining €215 million will be allocated through the Security Action for Europe instrument (SAFE), established by the European Commission, to support anti-drone systems and radars produced largely by Spanish manufacturers.

Spanish PM also noted that, beyond this package, Spain plans to introduce a new €200 million financial instrument for Ukraine, focused on reconstruction.

He said this mechanism would be managed by a dedicated Spanish office for Ukraine’s recovery, set to begin operations within two months and tasked with modernising and expanding infrastructure damaged by Russian attacks at a moment he described as critical for the country’s energy and transport sectors.

Sánchez added that Spain, together with the UN, will also launch a project to restore Ukraine’s central heating system, which has sustained extensive wartime damage.

It should be recalled that Spain earlier announced a €1 billion allocation to purchase military equipment in the United States for subsequent transfer to Ukraine.

These funds will supplement the package aimed at supporting Ukraine’s energy infrastructure, while the new assistance is also designed to bolster the country’s air-defence capabilities.

Earlier, Ukrainian President Volodymyr Zelenskyy said his visit to Spain would be productive and mark a new stage in cooperation with one of Ukraine’s strongest partners.
