Ukraine awaits over €30 billion boost from EU in 2025, key to economic recovery
The European Union has committed to providing €30.6 billion in budget support to Ukraine in 2025, according to the Ukrainian Ministry of Finance.
This announcement followed discussions at the EU’s Economic and Financial Affairs Council in Brussels, which included Ukrainian Finance Minister Serhiy Marchenko.
Since February 2022, the EU has been the largest donor of direct budgetary assistance, contributing €45 billion in total. Of this, €40 billion came from EU member states to finance priority budgetary expenses, with an additional €5 billion from other European nations.
In 2024, the EU's budget support accounted for over 40% of Ukraine’s external revenue, totalling €16.1 billion. This sum included €3 billion in grants, with the remainder consisting of concessional loans.
For 2025, the EU plans to provide €30.6 billion in support, which will be crucial for Ukraine’s budgetary needs for the years 2025-2026.
Notably, €18.1 billion will come from the ERA initiative, funded by revenues from frozen Russian assets, while €12.5 billion will be provided under the Ukraine Facility.
This financial assistance is vital for Ukraine's ongoing recovery and economic stability during the ongoing conflict with Russia.
