Ukraine broadens military registry access to strengthen recruitment
Ukrainian President Volodymyr Zelenskyy has signed Law No. 4720-IX, which broadens the list of bodies authorized to maintain the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists, Caliber.Az reports, via Verkhovna Rada of Ukraine.
The legislation was registered in November 2025 and adopted on December 16, 2025. The law formally adds the recruitment centres of the Armed Forces of Ukraine to the list of entities involved in maintaining the Oberih register. This integration is aimed at enabling recruitment centres to more effectively enlist citizens for military service under contract and to ensure the manning of military units with motivated personnel.
As noted in the explanatory note accompanying the law: “The implementation of the Law will increase the efficiency of the recruitment centres of the Armed Forces, in particular regarding the recruitment of citizens for military service under contract to the Armed Forces.”
The regulatory act was developed to enhance the operational efficiency of recruitment centres, streamline the enlistment process, and guarantee that Ukraine’s military units are staffed with well-prepared personnel.
By expanding access to the Oberih register, the law seeks to improve coordination between military authorities and recruitment centres, ensuring a more responsive and organized approach to staffing the Armed Forces amid ongoing security challenges.
The Verkhovna Rada had previously adopted draft law No. 14238, which similarly emphasized the importance of widening the range of bodies with registry access to facilitate effective recruitment and strengthen the country’s defence capabilities.
This law represents a strategic step in modernizing Ukraine’s conscription and recruitment system, providing a legal framework for improved management of personnel resources in the Armed Forces.
