Ukraine drafts post-war election rules with focus on security

06 January 2026 17:14

A committee of Ukraine’s parliament is preparing a framework for the country’s first elections after the war, with a focus on fairness, clarity and security, its chair has said.

Olena Shuliak, head of the Verkhovna Rada’s Committee on State Power, said the panel would prioritise drafting election rules that safeguard citizens’ rights while addressing the security challenges posed by the post-war environment, Caliber.Az reports.

In a statement released by the parliament’s press service, Shuliak said the committee would also continue work on decentralisation reforms. These include legislative changes aimed at giving local communities clearer powers and more effective tools for governance.

Among the key priorities is the adoption of draft law No. 12377 on the “Basic Principles of Housing Policy”, which Shuliak described as a “beacon” project under the EU’s Ukraine Facility support programme.

She said comprehensive reforms in housing policy and local self-government would not only support post-war reconstruction but also strengthen community rights and help ensure transparency in the electoral process.
