Ukraine moves to scrap nine key treaties with Russia, Belarus, and CIS

The Cabinet of Ministers of Ukraine has proposed that the Verkhovna Rada withdraw from or denounce nine international agreements involving the governments of the Russian Federation, the Republic of Belarus, and the Commonwealth of Independent States (CIS).

Taras Melnychuk, the Cabinet’s representative in the Verkhovna Rada, shared on Telegram that this decision was made during a government meeting on August 6.

The government approved a draft law on withdrawing from the 1998 Moscow agreement on mutual recognition of the total length of service in prosecutor’s offices among CIS member states.

Additionally, the Cabinet approved a draft law aimed at terminating, withdrawing from, or denouncing multiple international treaties concluded by Ukraine with Russia, Belarus, and within the CIS framework.

Specifically, the draft law calls for ending the following agreements:

  • The 1997 agreement with Russia on mutual offset of debts for energy resources and fissile materials.

  • The 2000 agreement with Russia concerning reserve supplies and payment terms for Russian natural gas to Ukraine.

  • The 2002 agreement with Russia on a state loan to finance the completion of nuclear power plants on Ukrainian territory.

  • The 2004 protocol with Belarus on the phased abolition of free trade exemptions.

The draft also proposes withdrawal from these treaties:

  • The 1997 agreement on cooperation in mineral resource research, exploration, and use.

  • The 1999 agreement on measures to prevent and stop the use of false trademarks and geographical indications.

  • The 2011 agreement on the procedure for transferring samples of narcotic drugs, psychotropic substances, and their precursors.

Furthermore, the draft includes a denunciation of the 1993 Agreement on General Conditions and Mechanisms for Supporting Industrial Cooperation among CIS member states’ enterprises and industries.
