Ukrainian leader asserts sole authority to talk with Putin

Ukrainian President Volodymyr Zelenskyy has drawn a clear line on diplomacy with the Kremlin, declaring that only he has the constitutional authority to negotiate directly with Russian President Vladimir Putin.  

Speaking to journalists ahead of his visit to Türkiye, Zelenskyy addressed ongoing speculation about Ukraine’s stance on diplomatic engagement with Moscow, Caliber.Az reports via Russian media. 

"According to the decision of the National Security and Defense Council — and this is supported by the Constitution — I alone carry this mandate," Zelenskyy stated. 

"No one else can negotiate Ukraine’s sovereignty or engage in talks with the Russian president or leaders of other countries. These are my constitutional rights and duties. I have not imposed any restrictions on myself."

Zelenskyy reiterated his openness to a potential meeting with Russian President Vladimir Putin, stating that the top priority would be securing an immediate and unconditional ceasefire.

"I am results-oriented," he emphasised. "The number one result is an unconditional ceasefire. Based on the experience of recent months, no one on the Russian side, apart from Putin himself, has the power to ensure that." 

The Ukrainian leader also recalled that Moscow had previously signalled a willingness to consider direct talks. He added that the US supports initiating dialogue between the Russian and Ukrainian heads of state — an idea he welcomed.

"Kyiv backs all possible avenues to end the war," Zelenskyy noted. "If Putin demonstrates readiness to implement a ceasefire, it could pave the way for discussions on all other aspects of ending the war."
