US, Israel discuss second phase of Trump’s Gaza plan

US officials met with Israeli Prime Minister Benjamin Netanyahu to review the implementation of the second phase of President Donald Trump’s Gaza plan and agreed on next steps, US Special Envoy Steve Witkoff wrote on X. 

The January 24 consultations included Witkoff, Trump’s son-in-law and businessman Jared Kushner, White House senior adviser Josh Gruenbaum, and entrepreneur Aryeh Lightsto, Caliber.Az reports. 

“The discussion focused on the continued progress and implementation planning for Phase 2 of President Trump’s 20-Point Plan for Gaza, which the United States and Israel are advancing together in close partnership, as well as broader regional issues,” Witkoff said.   

He added that the US and Israel maintain a strong, longstanding relationship based on close collaboration and shared priorities.  

"The discussion was constructive and positive, with both sides aligned on next steps and the importance of continued cooperation on all matters critical to the region,” Witkoff noted.

The 20‑point plan introduced by US President Donald Trump in 2025 aims to end the Gaza war through a structured sequence: an immediate ceasefire, release of hostages, phased Israeli withdrawal, full demilitarisation of Gaza, and eventual reconstruction under an international framework including a technocratic Palestinian authority.

Analysts describe the plan as organised into multiple phases — starting with humanitarian relief and cessation of hostilities, followed by security stabilization with an international monitoring force and progressive withdrawal of Israeli troops, and eventually long‑term political and economic restructuring including reconstruction and governance reforms.

The United Nations Security Council endorsed the comprehensive peace plan (20 points) through Resolution 2803, welcoming the creation of a “Board of Peace” — an international body intended to coordinate stabilization and reconstruction efforts, backed by global partners and tasked with supervising transitions in Gaza.

Phase two focuses on moving beyond the initial ceasefire to demilitarization, establishment of transitional governance, and reconstruction of civilian infrastructure under a new administrative body — advancing stabilization and preparing for possible long‑term governance structures beyond returning to armed conflict.
