Zelenskyy announces sweeping personnel decisions to boost state efficiency

Ukrainian President Volodymyr Zelenskyy has announced the launch of a broad internal reset of the government, describing it as a set of personnel-driven reforms aimed at strengthening the stability and effectiveness of the state. 

The president outlined his position in a public statement addressing ongoing changes within the executive branch.

Zelenskyy said that an assessment of government performance over the past year showed mixed results. While several state institutions delivered positive outcomes that should be expanded and reinforced, he acknowledged that systemic shortcomings were also identified.

According to the president, these unresolved problems cannot be carried over into the new year, prompting the current wave of personnel changes.

He emphasised that the primary objective of the reshuffle is to enhance Ukraine’s governability, efficiency, and overall institutional resilience amid ongoing challenges.

Zelenskyy noted that further information on specific appointments and structural adjustments within state institutions will be released at a later stage.

The announcement follows a series of high-profile personnel decisions already made public. Kyrylo Budanov has been appointed head of the Office of the President of Ukraine, while Oleg Ivashchenko has taken over as head of the Main Intelligence Directorate.

At the same time, Serhiy Deineko has been relieved of his duties as head of the State Border Guard Service of Ukraine. He will, however, continue working within the system of the Ministry of Internal Affairs.

Interior Minister Ihor Klymenko is expected to submit a new candidate for the post of head of the State Border Guard Service.
