Zelenskyy: Russia showed US "Dmitriev plan" worth $12 trillion

Ukrainian President Volodymyr Zelenskyy said he has been briefed by Ukraine’s intelligence services on a document known as the “Dmitriev plan,” which, according to him, was presented by the Russian side in the United States and outlines large-scale economic cooperation between Moscow and Washington worth about $12 trillion.

According to Ukrainian media, Zelenskyy said the intelligence services had shown him what he described as the “Dmitriev package,” emphasising its scale and scope. “My intelligence showed me the so-called Dmitriev package that he presented in the United States. The volume there is about $12 trillion. It is supposedly a package of economic cooperation between America and Russia,” the president said.

Zelenskyy stressed that Ukraine does not possess complete information about all potential bilateral arrangements that may be discussed between the US and Russia. However, he noted that Kyiv receives individual signals both through intelligence channels and from open sources.

According to the Ukrainian president, such documents between Washington and Moscow may include provisions directly affecting Ukraine, including issues related to its sovereignty and national security. In this context, he made clear Kyiv’s position, stating: “We clearly show that Ukraine will not support even potential agreements between the parties about us without us.”

Zelenskyy also addressed discussions surrounding a possible free economic zone in Donbas. He said Ukraine has no confirmed information about the existence of such agreements and underlined that, even when considering any proposed format, Kyiv proceeds from the principle of maintaining sovereignty and control over its territory. “This is our land. We will not recognise it as Russian, even if it is a free economic zone. This is our people, our flag, and our control,” he said.

The president added that any potential decisions must be made on equal terms for all parties involved and must take into account the views of Ukraine’s military regarding security considerations.
