Armenia announces adjustments in commission for border delimitation with Azerbaijan

Armenian Prime Minister Nikol Pashinyan has introduced a fresh lineup to the nation’s commission on border delimitation and security. 

Colonel S. Grigoryan, Deputy Chief of the Main Operational Department of the General Staff of the Armenian Armed Forces, has handed the reins to Major General Alexander Tsakanyan, the First Deputy of the same department, Caliber.Az reports citing Armenian media.

Meanwhile, a similar baton change occurred at the Ministry of Territorial Administration and Infrastructure, where Deputy Minister Hovhannes Harutyunyan made way for his colleague, Armen Simonyan.

The adjustments come as Armenia and Azerbaijan inch closer to solidifying a border agreement. On January 8, Armenian Foreign Minister Ararat Mirzoyan struck an optimistic tone at a press conference. "There is an understanding of how and where to continue the delimitation," he revealed, hinting at a forthcoming round of talks between Yerevan and Baku set for later this month.

This process, however, has roots steeped in both conflict and cautious diplomacy. Following the 2020 war, Azerbaijan signalled readiness to negotiate a peace deal that would bring long-elusive stability to the region. By March 2022, Baku tabled five foundational principles for peace, centred on mutual recognition of sovereignty and territorial integrity.

Since then, notable strides have been made. December 2023 saw both nations issue a joint statement reaffirming their commitment to normalize ties. Progress includes the delimitation and demarcation of 12.7 kilometres of shared border and the return of four Azerbaijani villages under Armenian control since the 1990s.

The last session of the commission took place on November 1, 2024, on the Armenian-Azerbaijani border. It was led by the deputy prime ministers of both countries — Mher Grigoryan from Armenia and Shahin Mustafayev from Azerbaijan. During the meeting, they exchanged views on prioritizing specific sections of the border for further delimitation efforts. Grigoryan and Mustafayev also discussed issues related to transportation links, signalling the broad scope of negotiations beyond just territorial matters.
