Norway pledges $400 million to keep Ukraine warm amid energy crisis

Norway has unveiled a new $400 million aid package to help Ukraine meet urgent energy needs and maintain government operations.

The announcement was made in Kyiv by Norwegian Foreign Minister Espen Barth Eide during a joint briefing with Ukraine’s Foreign Minister Andrii Sybiha, Caliber.Az reports, citing Ukrainian media.

“I want to confirm that today we are announcing a new support package under which $400 million will be transferred immediately. Of this amount, $200 million will go toward urgent winter needs: the purchase of gas and repairs to the energy sector, so that heating and electricity continue to function,” Eide said.

The remaining $200 million is intended as budgetary support until funds from the European Union are made available.

This latest aid follows Norway’s previous commitment in October 2025 of an additional $149.2 million to ensure access to electricity and heating across Ukraine, reinforcing earlier assistance measures. According to the Norwegian government, the funding is provided in cooperation with the European Union and is aimed at meeting Ukraine’s energy needs during the critical winter period.

“Ukraine is facing another difficult winter and the power supply in the country is unstable. Together with the EU, Norway is stepping up efforts to ensure that Ukrainian households, businesses and institutions have access to energy. These efforts are important both for individual Ukrainians and for keeping the wheels of the country turning,” stated Norwegian Prime Minister Jonas Gahr Støre.

The announcement comes amid ongoing challenges to Ukraine’s energy infrastructure. Overnight Russian strikes on the Volyn region recently caused severe damage to energy facilities, leaving more than 103,000 consumers without power.
