Russian drone attacks strike civilian sites in Kherson, Kharkiv, and Odesa regions photo / video

17 December 2025 11:46

Russian forces continued a series of strikes on civilian infrastructure across several Ukrainian regions, local authorities reported, with damage recorded to heat supply systems, private property, and transport facilities.

In the Kherson region, Russian troops carried out ongoing attacks targeting heat supply infrastructure in the city of Kherson.

According to the local authorities’ press service, the latest strikes could lead to disruptions in heat supply to residential buildings and public institutions. Officials stressed that these actions are aimed at damaging civilian infrastructure and pose a threat to the civilian population. Emergency and utility specialists are continuing work to minimise the impact of the attacks and stabilize services.

In the Kupiansk district of the Kharkiv region, Russian forces struck a private household in the village of Zamist using an unmanned aerial vehicle. As a result of the attack, a 50-year-old man was injured.

The State Emergency Service reported that the victim suffered an acute stress reaction and minor injuries.

Medical personnel provided him with the necessary assistance on site. The explosion also caused a fire, which spread to an outbuilding and a passenger car. Firefighters promptly localized and extinguished the blaze.

Meanwhile, in the Odesa region, Russian forces again attacked civilian infrastructure with strike drones. The regional military administration said that two waves of attacks damaged a transport infrastructure facility and triggered a fire. Emergency services quickly brought the fire under control. No fatalities or injuries were reported. Relevant services continue to work on eliminating the consequences of the strikes.

Authorities in all affected regions emphasised that response teams remain on the ground, addressing damage and working to restore normal conditions where possible.
