Slovak PM Fico vows to block EU “reparations loan” to Ukraine
Slovak Prime Minister Robert Fico has stated that he will not support the European Commission’s proposal to provide Ukraine with a reparations loan funded by frozen Russian assets if the money is intended for defence purposes.
Fico said he has sent an official letter to European Council President António Costa, warning that Bratislava is prepared to block any EU decisions on financial support for Ukraine in 2026–2027, Caliber.Az reports, citing the prime minister’s X account.

At the upcoming European Council, I will not support any solution that would finance Ukraine’s military expenditures.

The Slovak prime minister reiterated his view that the conflict in Ukraine “has no military solution” and described the EU’s strategy to support Kyiv as “wrong and ineffective.” He added that he does not intend to vote for funding the war, citing his government’s “peaceful policy.”
Fico also expressed support for the “peace initiatives” of U.S. President Donald Trump, noting that using Russian assets for defence purposes could allegedly complicate American plans for Ukraine’s post-war reconstruction.
In his statement, he again criticised Kyiv, referring to “corruption scandals” and the cessation of gas transit, which he said has harmed Slovakia. At the same time, he emphasised that his government remains a “responsible partner” in humanitarian matters: the country has hosted around 200,000 Ukrainian refugees and is developing infrastructure projects.
Fico confirmed his support for Ukraine’s EU membership but noted growing scepticism among member states regarding the pace of Kyiv’s European integration.
Earlier, he stated that Slovakia would not send troops to Ukraine as part of security guarantees but is ready to continue providing logistical support to Ukraine and European forces.
