Ukraine anticipates five key documents from Washington negotiations
Ukrainian President Volodymyr Zelenskyy said that following negotiations with the United States on a potential agreement to end the Russia–Ukraine war, Ukraine expects five documents, some of which will be legally binding.
He noted that some of these concern “security guarantees” and will be submitted for approval by the US Congress, Caliber.Az reports per foreign media.
“Where there is a Fifth Amendment, as in NATO, there will be a mirrored Fifth Amendment for everyone in the Alliance. This will be voted on by Congress; these agreements exist, and this is very important,” the president said.
The second set of documents concerns Ukraine’s reconstruction, including funding and the creation of a special fund. Zelenskyy also highlighted aid for internally displaced Ukrainians and compensation for families of fallen soldiers, noting the significant financial burden.
He said the work on the documents involves both the US and Europe and assured that a personal meeting with Donald Trump could follow the finalisation of the agreements. Zelenskyy emphasised that the path to potential accords is complex, requiring a balance between speed and quality.
On December 14–15, European leaders met in Berlin with Ukrainian and US representatives to discuss a potential peace plan for Ukraine.
The proposed plan is reportedly divided into three parts: security guarantees, where substantial progress is claimed; a 20-point framework agreement; and a document on post-war reconstruction in Ukraine.
Territorial issues, however, remain contentious. According to an unnamed US official, consensus has been reached on roughly 90% of the plan’s provisions.
