Describing the attack, Sybiha said: “This is not warfare – it is calculated campaign of terror against our people.” He added that Russia’s leadership must bear full responsibility for what he described as war crimes, stressing that the strikes were “planned, and executed with full awareness of their civilian toll.”
The Ukrainian diplomat also called for the swift implementation of recently unblocked EU decisions, arguing that any delay would benefit Moscow: “The only adequate response to Russian terror is maximum pressure, strengthened sanctions, and expanded support for Ukraine to stop this aggression and restore security in Europe.”
Ukrainian President Volodymyr Zelenskyy separately stressed that “every such strike must remind partners that the situation requires immediate and decisive action, as well as the rapid strengthening of Ukraine’s air defence. I am grateful for the decision made on Thursday during meetings in Cyprus regarding additional contributions to the PURL programme. There are political decisions from several European countries, and it is important that they are implemented as soon as possible.
We must also move forward with the 21st package of European sanctions against Russia. The delay caused by the blockage of the 20th package gave the aggressor additional time to adapt — it is important to counter this. We are already in contact with the EU team regarding possible new sanctions steps. The main goal is to significantly limit the capabilities of Russia’s military industry.”
