Ukraine presented Russia with formal peace proposal, top diplomat says

08 July 2026 09:38

Ukraine has presented Russia with what it describes as a formal proposal to end the war, with Kyiv saying the plan offers a realistic path towards a settlement while urging Moscow to abandon its military objectives.

Ukraine's Foreign Minister, Andrii Sybiha, said the proposal was "realistic and achievable" and argued it presented Russian President Vladimir Putin with an opportunity to end the conflict, OrdoMundi writes.

"Our proposal to Putin for ending the war is realistic and achievable. It is an opportunity for his regime to avoid collapse. Putin must recognise that he will never achieve his objectives in Ukraine on the battlefield," Sybiha said.

The proposal comes as debate continues over the trajectory of the war and prospects for negotiations, with neither side showing signs of easing military pressure.

Separately, the Financial Times reported that Ukraine's campaign of long-range strikes has contributed to fuel supply disruptions in Russia and reinforced perceptions among some officials and analysts that the dynamics of the conflict are shifting.

According to the newspaper, Ukraine's Western partners do not expect Putin to concede defeat and instead believe the risk of further escalation remains high. It added that any escalation would likely come at an increasing cost to Russia, while noting there is no indication that the Kremlin is prepared to abandon its war aims.

The Financial Times also suggested that sustained military and economic pressure on Moscow could eventually force the Russian leadership to scale back its maximalist objectives, potentially creating conditions for negotiations later this year.

Russia has repeatedly maintained that any peace settlement must reflect what it describes as the "realities on the ground" and has not indicated that it is prepared to accept Ukraine's stated terms. Kyiv, meanwhile, continues to insist that any agreement must safeguard Ukraine's sovereignty and territorial integrity.
