Armenia to publish draft of new Constitution by year-end, says PM

A draft of Armenia’s new Constitution will be published by the end of this year, Armenian Prime Minister Nikol Pashinyan announced.
The prime did not provide further details on the upcoming constitutional draft.
The proposed changes have been the subject of debate, with disagreements focusing on the constitution’s preamble, which references the 1990 Declaration of Independence calling for unification with Karabakh.
Azerbaijan has long demanded the removal of these references, viewing them as implicit territorial claims, a precondition for finalising a peace treaty, while Pashinyan’s government frames the new constitution as an internal need to strengthen legitimacy and adapt to current realities without external pressure.
