Armenian government unveils full texts of memoranda with US details

The Armenian government has made public the texts of three memoranda signed with the United States during a high-level meeting in Washington between Armenian Prime Minister Nikol Pashinyan and US President Donald Trump.

According to Caliber.Az, citing Armenian media, Pashinyan had earlier confirmed the signing of three memoranda covering the “Crossroads of Peace” infrastructure project, cooperation in the energy sector, and collaboration in the fields of artificial intelligence and semiconductors.

Crossroads of Peace Project Memorandum

The first memorandum highlights mutual support for Armenia’s sovereignty, territorial integrity, and internationally recognised borders. Both governments expressed their commitment to investing in the Crossroads of Peace project, aimed at enhancing Armenia’s infrastructure and border security. Measures under the memorandum include joint investment initiatives and retraining of personnel.

The memorandum also emphasises collaboration to improve customs control, combat smuggling, and prevent illegal border crossings. Both sides agreed to exchange expertise, including in cybersecurity, between the US Department of Homeland Security (including Customs and Border Protection) and Armenia’s border troops under the National Security Service, as well as the State Revenue Committee.

Energy Security Partnership Memorandum

The second memorandum addresses energy cooperation. The US and Armenia agreed to expand collaboration in peaceful nuclear energy, including small modular reactor (SMR) technologies. They also expressed a commitment to continuing electricity sector reforms and developing international trade in energy resources.

A key priority under this memorandum is Armenia’s transition to low-carbon energy, including integrating battery storage with renewable energy stations. Both sides also agreed to enhance protection for critical Armenian energy facilities, including cybersecurity measures, and to modernise the country’s power grids.

Artificial Intelligence and Semiconductors Memorandum

The third memorandum focuses on AI and semiconductor technologies. The two countries pledged to explore joint projects, including public-private initiatives, aimed at strengthening collaboration and sharing expertise in artificial intelligence applications. The memorandum also envisages cooperative research in semiconductor technologies, potentially supported by an intergovernmental scientific fund.

The US committed to informing its government agencies and private sector partners regarding the security of AI and semiconductor exports to Armenia. Both parties agreed to monitor and mitigate risks associated with potential misuse of these technologies.

General Provisions

All three memoranda are valid for one year, with the option of renewal up to three times, each for one additional year. Both parties acknowledged that the memoranda are non-binding and will be implemented in a manner consistent with each country’s current and future legal obligations.
