Azerbaijan updates Nakhchivan Constitution, removes Moscow, Kars Treaty references
Ilham Aliyev, President of Azerbaijan, has approved amendments to the Constitution of the Nakhchivan Autonomous Republic.
Pursuant to the amendments, all references to the Moscow Treaty of 16 March 1921 and the Kars Treaty of 13 October 1921 have been formally excised from the preamble of the Constitution, Caliber.Az reports, citing the official website of the Azerbaijani presidency.
The newly codified Article 3-1 of the Constitution designates the plenipotentiary representation of the President of Azerbaijan in the Nakhchivan Autonomous Republic as an executive organ, tasked with executing responsibilities as determined by the President. This representation is led by a plenipotentiary representative, appointed and removable solely by the President, to whom they report directly.
The newly promulgated Article 28-1 delineates the conditions under which the President of Azerbaijan may dissolve the Supreme Assembly of the Nakhchivan Autonomous Republic—either at the formal petition of 31 MPs or should the Supreme Assembly be incapable of fulfilling its constitutional mandate.
