Deputy speaker: Armenia–Türkiye talks could move to Ankara for next round

16 September 2025 09:34

The next round of talks between special envoys tasked with normalising relations between Armenia and Türkiye may be hosted in Türkiye, Armenia’s special representative Ruben Rubinyan announced.

Speaking on public television, Rubinyan — who also serves as Deputy Speaker of Parliament — noted that no date has yet been set, Caliber.Az reports via Armenian media.

“Our sixth meeting took place recently. Before that, all meetings were held in third countries, with one meeting at the border. The last session was held in Yerevan, which is symbolically significant,” Rubinyan explained.

The normalisation process, launched in early 2022, has unfolded with mixed results. The first meeting between the special envoys took place on January 14, 2022, in Moscow, followed by three further rounds in Vienna.

A key achievement of the dialogue came on July 1, 2022, when both sides agreed in Vienna to open their shared land border for citizens of third countries and holders of diplomatic passports “as soon as possible.” However, despite the agreement, the border remains closed.

Talks continued in subsequent years. In July 2024, Rubinyan and Türkiye’s envoy Serdar Kılıç met directly at the Armenian–Turkish border, while in April 2025, they held discussions in Antalya, reflecting the complex but ongoing nature of the process.
