Estonian FM: EU plans new sanctions targeting Russia’s energy sector
Estonian Foreign Minister Margus Tsahkna said the European Union is preparing a new round of sanctions against Russia that could be tougher than previous measures and will primarily target the country’s energy sector.
Speaking to ERR, Tsahkna noted that the EU has already adopted its 20th sanctions package and is now working on the 21st, stressing that current political developments within the bloc, including the situation in Hungary, should be used to strengthen support for Ukraine.
According to Tsahkna, a key issue under discussion is a €90 billion aid package for Ukraine. Of this total, €30 billion is intended for direct budget support, while €60 billion is earmarked for military assistance, defence investments, and infrastructure projects. He indicated that the funding would effectively cover a period of approximately two years.
Ukraine is using the funds to address its budget deficit, procure weapons, and rebuild energy infrastructure damaged by attacks. At the same time, Kyiv is preparing for the next heating season by upgrading its energy system to improve resilience.
Within the EU, discussions are also underway regarding a potential shift in Hungary’s political landscape, which could unblock certain decisions, including progress in accession negotiations for Ukraine and Moldova. Tsahkna said this would be important for accelerating integration ahead of upcoming summits.
He added that while the EU moves forward with sanctions planning, attention in the United States has partly shifted toward the Middle East, easing pressure on Moscow. Despite this, Ukraine expects to maintain support from Washington.
