EU appoints Satu Koivu as new head of Armenia monitoring mission

18 February 2026 09:14

The Council of the European Union has appointed Satu Koivu as the new Head of Mission for the European Union Mission in Armenia (EUMA).

She will assume her duties on February 20, 2026, succeeding Markus Ritter, Caliber.Az reports, citing the Council’s press service.

“Satu Koivu is a Finnish senior police officer with more than 35 years of national and international experience. She has built extensive international expertise through leadership positions within UN and EU missions in the Palestinian Territories, Rwanda, Namibia, and Cyprus,” the Council said in a press release.

The decision to appoint Koivu was taken by the EU’s Political and Security Committee on February 17, 2026.

EUMA began its operations on February 20, 2023. On January 30, 2025, the Council of the European Union extended the mandate of the monitoring mission in Armenia for an additional two years, until February 19, 2027.
