EU top diplomat warns: Russia can't win war, has "zero interest in peace"
Head of EU diplomacy Kaja Kallas delivered a strong message to Moscow during her address to the European Parliament, declaring that Russian President Vladimir Putin has “zero interest in peace” and reaffirming that Russia will not be able to win the war against Ukraine.

She drew attention to Russia’s most recent and largest-scale aerial assault on Ukraine over the weekend, characterizing it as further evidence of Putin’s refusal to pursue a peaceful resolution. “Putin has zero interest in peace, and he will not stop the war until he’s forced to,” Kallas said.
In a firm warning to the Kremlin, she reiterated that Russia’s military efforts are ultimately futile: “The message to Russia remains clear: it will not be able to win the war.” Kallas added that Moscow should abandon the battlefield and engage in negotiations with Ukraine.
Looking beyond the current conflict, the EU’s foreign affairs chief emphasized the need for lasting security measures: “After the establishment of peace, it is impossible to allow a new rearmament of Russia.”
Kallas also announced that preparations are underway for the 19th package of EU sanctions against the Russian Federation. She highlighted the scale of support the EU has provided to Ukraine since the onset of the full-scale invasion in 2022, stating that total assistance has exceeded €169 billion, including €63 billion in military aid.
She noted the EU’s progress toward its defence goals, particularly in terms of ammunition supplies: “We now have met 80% of our 2 million rounds of ammunition target. We aim for 100% by October.”
On the upcoming sanctions package, Kallas confirmed that “several options are being considered” for measures against Russia.
