Ex-Armenian defence chief requests declassified access to 44-day war document

Former Armenian Defence Minister David Tonoyan has renewed his request to access the parliamentary commission’s report on the 44-day war.

According to Armenian media reports, cited by Caliber.Az, Tonoyan noted that he had previously submitted similar requests on July 15 and October 28 to the speaker of the Armenian National Assembly. However, on November 13, the parliament administration informed him that the report “has no legal status” and, under the National Assembly’s Charter, his request could not be granted.

Following this response, Tonoyan consulted with legal experts and submitted another request for access on November 24. He also expressed his willingness to publish the legal reasoning and correspondence with the parliamentary administration regarding the matter.

Earlier, Parliament Speaker Alen Simonyan had sent the commission’s report to the National Assembly’s first department, which handles documents containing state or official secrets, including their declassification, archiving, or destruction after the end of their retention period.

Simonyan noted that all deadlines for submitting the report had expired and, in line with procedural rules, the document could not be placed on the parliamentary agenda.
