Tehran awaits action on Islamabad memorandum after seven-point message

Iran’s Supreme Leader Mojtaba Khamenei has published a summary of seven key conditions outlined in the Islamabad Memorandum on his Telegram channel, stating that Iran is now waiting for them to be implemented.

“From this moment on, we — that is, you, the proud people, and this humble servant of yours — will await the fulfilment of the stated conditions,” Khamenei said.

Among the conditions he highlighted was the cessation of military hostilities, which he said corresponds to “points 1, 2, 3, 9 and 14” of the memorandum and calls for “an end to the war on all fronts, including the Lebanese front, following the conclusion of a final agreement.”

Khamenei also pointed to the lifting of Iran’s maritime blockade, linking it to point 4 of the document, which calls for “the removal of all restrictions on maritime navigation and the lifting of the blockade within 30 days.”

In addition, he stressed the importance of securing Iran’s position in the Strait of Hormuz. Referring to point 5, Khamenei highlighted the need to establish “a framework for governance and maritime services in the Strait of Hormuz in accordance with applicable international law and the sovereign rights of its coastal states,” including cooperation with Oman and dialogue with Gulf countries.

Turning to economic issues, Khamenei underscored the need for compensation and reconstruction, citing point 6 of the memorandum. According to the proposal, Iran’s economic development would be supported through a $300 billion package funded by the United States and its regional partners, alongside sanctions relief aimed at facilitating foreign investment.

He also called for the comprehensive removal of sanctions, referring to points 7 and 10, which outline a plan to end sanctions imposed by the UN Security Council, the International Atomic Energy Agency (IAEA), and unilateral US measures as part of a final agreement.

Furthermore, Khamenei emphasised the importance of closing Iran’s nuclear file, noting that points 8 and 9 include recognition of “the Islamic Republic of Iran’s right to enrich uranium.”

Finally, he highlighted the need for access to frozen assets, citing point 11, which would grant the Central Bank of Iran full access to all frozen funds belonging to the Islamic Republic.
