Kazakhstan identifies suspected negligence in Caspian Sea military deaths

Kazakhstan’s Prosecutor General’s Office has announced preliminary findings into the deaths of 12 servicemen who were swept into the Caspian Sea during military exercises in the Mangystau Region.

Investigators inspected the scene, interviewed more than 30 military personnel and seized relevant documents and video footage. Twelve expert assessments have also been commissioned as part of the investigation.

Officials suspected of negligence in the performance of their duties have been identified. According to the preliminary findings, they failed to ensure the safety of personnel despite deteriorating weather conditions and improperly organised the rescue operation, which contributed to the deaths.

The Prosecutor General’s Office said the investigation would provide a legal assessment of the actions of those involved and take the necessary procedural measures against all suspects.

The incident occurred on September 24 during exercises by Kazakhstan’s Naval Forces in the Mangystau Region. While servicemen were carrying out a combat training mission on the Caspian coast, weather conditions deteriorated sharply, and winds intensified, sweeping personnel into the sea.

Regional authorities later clarified that 17 servicemen were swept into the water. Twelve died, three were rescued, and the search for two others remains underway. A criminal investigation has also been launched into negligent performance of military duties resulting in grave consequences and violations of navigation rules.
