Kazakhstan MP proposes constitutional definition of marriage as between man and woman

A member of Kazakhstan’s Mazhilis, Elnur Beysenbayev, has proposed amending the country’s Constitution to define marriage exclusively as a union between a man and a woman.

Beysenbayev made the suggestion during a session of the Constitutional Commission, emphasising that family and marriage policies should consider demographic interests, generational continuity, and the preservation of national traditions, Caliber.Az reports, citing Kazakh media.

“The current Constitution protects the family, motherhood, and childhood, but it does not provide a clear definition of marriage. Today, the erosion of basic concepts leads to a crisis in the institution of the family and a loss of moral guidance,” Beysenbayev said.

He noted that many countries explicitly define marriage as a union between a man and a woman in their Constitutions. “We propose enshrining in the Basic Law that marriage can only be between a man and a woman, giving life to children and the future of the country,” the MP added.

Beysenbayev also suggested incorporating principles of voluntariness and equality in marriage, stating that this would enhance the protection of women and support the president’s strategy for building a just Kazakhstan.

The lawmaker stressed the importance of women’s roles and safety within the family, adding: “The principle of ‘law and order’ should begin at the doorstep of every home. A family based on equality is a strong foundation for civil society. True personal freedom is born in an atmosphere of mutual respect.”
