Kazakhstan proposes electronic entry visa system for foreign nationals

Kazakhstan is set to introduce an electronic entry visa system for foreign nationals under a draft amendment to the country's immigration regulations, as part of a broader effort to modernize migration management and border procedures.

The proposed amendments to the rules governing the entry and stay of immigrants were drafted by the Ministry of Internal Affairs, Caliber.Az reports, citing Kazakh media.

The legislation would authorize the issuance of electronic entry permits to foreign citizens and stateless persons. The Interior Ministry said the digital system is designed to enhance the transparency, efficiency, and accuracy of monitoring migration flows.

"The regulatory framework governing the entry and stay of immigrants is being aligned with the provisions of the 2026 Law on Population Migration, which regulates the operation of the digital platform. The terminology has also been harmonized with the current provisions of the Constitution of the Republic of Kazakhstan, adopted following the national referendum," the ministry said.

Officials also argued that introducing differentiated fees for electronic entry permits would generate service revenue to ensure the uninterrupted maintenance of the digital system, support the modernization of migration infrastructure, and strengthen the protection of personal data.

The reforms are scheduled to be implemented in phases between August and December 2026, allowing authorities to gradually adapt logistics capabilities and border infrastructure across all categories of border crossing points.

The draft amendments have been published for public consultation, which will remain open until August 17, 2026.
