Media: Armenian PM Pashinyan plans to amend constitution preamble

Armenian Prime Minister Nikol Pashinyan is considering changing the preamble of the country’s new constitution, possibly replacing the Declaration of Independence with his "Real Armenia" project. 

Pashinyan's proposal has not been met with support from his party members, Caliber.Az reports, citing the Yerevan-based Hraparak newspaper.

However, the report emphasises that this opposition will not deter the Prime Minister from moving forward with his plans—despite a lack of backing from his own team.

Armenian Prime Minister Nikol Pashinyan has introduced the “Real Armenia” doctrine, aiming to transform the country politically and economically. The doctrine, unveiled on February 19, 2025, encourages citizens to rethink patriotism and focus on developing the current state rather than the concept of "historical Armenia."

Pashinyan stresses that patriotism should be linked to strengthening Armenia, not reclaiming lost territories. The doctrine defines a nation as an ethnic community, while a people are those with political capacity, tied to a state. It calls for a well-developed economy driven by individual initiative and a focus on citizens' well-being.

A major component is reforming the education system to foster entrepreneurial attitudes. The plan also includes revising the country’s National Security Strategy and aiming for a new constitution by 2026.
