Over 92,000 Ukrainians sought temporary asylum in Russia in last four years
Between 2022 and 2025, a total of 92,426 Ukrainian citizens applied for temporary asylum in Russia, according to statistics from the Ministry of Internal Affairs of Russia.
The data indicate that the highest number of applications was recorded in 2022, when 83,513 Ukrainians sought temporary asylum. In subsequent years, the numbers declined: 5,581 applications were filed in 2023, 3,722 in 2024, and 3,332 in 2025, Caliber.Az reports per Russian media.
Overall, Russia received 100,682 temporary asylum applications from all nationalities in 2022, with Ukrainian citizens accounting for more than 82% of the total. In 2023, Ukrainians made up over 67% of applicants, followed by 54% in 2024 and 40% in 2025.
Within Europe, Poland and Germany have received the largest number of Ukrainian refugees since the start of the war. According to available estimates, at least one million Ukrainians are currently residing in each country.
Following Kyiv’s decision in August 2025 to lift restrictions preventing men aged 18–22 from leaving the country, more than 100,000 people reportedly departed Ukraine, with many traveling to Berlin and Warsaw.
