Pashinyan links Armenia’s development to adoption of new constitution

Armenian Prime Minister Nikol Pashinyan has said that the issue of adopting a new constitution remains on the agenda of the parliamentary majority, according to a message he addressed to citizens on Constitution Day.

According to Pashinyan, the country’s fundamental law should not only establish a legal framework but also maintain an organic connection with the people as the holders of sovereignty. He stressed that a constitution must be adopted solely through the free expression of citizens’ will, describing this as a key prerequisite for the state’s stability and development.

“A constitution establishes the rules by which people live in a country, and it is essential who sets those rules and how they are established. They must be determined by the will of the people, through their free expression, and this is the most important prerequisite for the stability and development of the state.

Since our independence, this condition has been significantly violated, and the people of the Republic of Armenia do not feel that the legal order established in the country originates from them,” the prime minister said.

Pashinyan emphasized that this principle had been undermined after Armenia gained independence, leaving citizens without a sense that the country’s legal order was truly derived from their own will. In his view, the absence of that connection contributed to the state not being perceived for many years as an instrument for ensuring citizens’ security, freedom and well-being.
