Pashinyan rules out Independence Declaration reference in new Constitution

24 August 2026 10:57

Armenian Prime Minister Nikol Pashinyan stated that the adoption of a new Constitution is exclusively a domestic Armenian agenda, adding that the document should contain no references to the 1990 Declaration of Independence.

Speaking in Armenia’s National Assembly, Pashinyan said citizens who voted for the Civil Contract party also voted for this agenda, Caliber.Az reports.

“We will publish the text of the new constitution in the coming months, and, as I have already said, the new constitution should contain no references to the 1990 Declaration of Independence. We have announced the decision not to continue the Karabakh movement and to put an end to it, and the people approved this decision,” he noted.

The prime minister also said Armenia’s judicial system largely remains a defender of the interests and preferences of the elite, primarily the former elite.

“The reason is not only that family ties of the former elite are widespread within the judicial system. We also have an institutional problem here: Armenia’s judicial system is cast and has no full organic connection with the only source of power — the people!” Pashinyan added.

Speaking about the TRIPP project, the PM said it would “put an end to Armenia’s blockade.”

“The TRIPP railway will run through Nrnadzor-Agarak, connecting Armenia with Russia and Central Asia through the territory of Azerbaijan,” he stressed.
